Sarah Bloise- Brooke

Community energy project developer

Sarah has worked in the sustainable energy sector since 2006 and is passionate about using her technical and analytical skills in tandem with creative problem-solving to develop people-centred solutions to environmental and social challenges. She leads community renewables project development within the charity, working closely with communities to provide the support they need to take their energy projects from the feasibility stage through to design, build and operation. 

Tash Cox

Head of delivery

Tash is a dedicated professional with over 20 years’ experience in sales and project management, gained within leading blue-chip companies. She excels at driving results, building relationships, and leading cross-functional teams. Passionate about innovation, continuous learning, and delivering high-quality outcomes, Tash now applies this expertise and rigour to her work at Pure Leapfrog, supporting community-led sustainability and decarbonisation initiatives that create lasting positive impact.

Paul Gilligan

CEO

Paul is an impact focussed leader, with a career history spanning the cross-cutting sectors of Finance, Energy, Technology, and Innovation. He has a deep technical and commercial understanding of energy transition, energy systems, emerging technologies and approaches to grid decarbonisation. Paul is passionate about disruption and impact, encouraging his team to challenge the status quo if, in doing so, improvements for the environment and people can be achieved.

Luke Hawkins

Energy and Carbon analyst

Luke is a graduate analyst, working on projects related to nature, carbon, and community energy. Within these projects, his role involves research, modelling, innovation development, and stakeholder engagement. He completed his master’s in Environmental Change and Management at the University of Oxford in 2024, specialising in energy systems and climate scenarios. 

Lewis Sharman

Senior Retrofit Advisor

Lewis has a proven track record of designing and building retrofit services and their specialist teams. He is a qualified Retrofit Assessor and his experience includes navigating complex contractor relationships and public sector procurement. This ‘whole-system’ perspective, combined with his MSc in construction technology, allowed him to shape the customer journey for Let Zero and lead our Buildings and Retrofit team to success during the Let Zero and Retrofit for Lets innovation projects. Lewis is working with us as a strategic advisor during Let Zero South Yorkshire’s growth phase, and will take our impactful service model, learning, and tools to new locations.

Helen Todd

engagement and impact lead

Helen brings over 20 years of leadership experience in participatory engagement, from serving as Executive Director of an arts NGO in Malawi to working with refugee-led organisations in the UK and indigenous communities in Peru. Witnessing climate change’s disproportionate impact on marginalised communities motivated her current focus on UK carbon reduction. She enjoys collaborative problem-solving, bringing diverse stakeholders together to co-create solutions; and sharing stories of positive impact.

Pete Watson

Communications and Project Officer

Since graduating with a master’s degree in science communication, Pete has worked in communications and engagement across science museums, the NHS and international medical charities, developing expertise in strategic communications, digital content management and stakeholder engagement. Pete brings these skills together to spread the word about Pure Leapfrog’s work and engage new audiences in community projects.

Alex Wilcox Brooke

Head of Carbon and Nature

Alex is a strong communicator with over 7 years’ experience leading and delivering innovative nature-based projects, specialising in biochar and all things carbon. He drives partnership building to develop impactful projects across the sector, working passionately towards a net zero future. Trained as an Energy & Sustainability engineer, Alex is well-versed in innovative sustainability, environmental engineering, renewable energy technologies, and community project management.

Becky Winter

Let Zero Business manager

Becky Winter leads Let Zero’s retrofit innovation, decarbonising buildings through community-centred, scalable solutions. With 20+ years in tech, transport, and social enterprise, she designs human-centred systems bridging policy, technology, and people. As Fleet for Change co-founder, she proved grassroots needs drive systemic changenow applying this to retrofit adoption, merging technical solutions with behavioural change and social value. Becky builds cross-sector alliances (councils, industry, academia) to solve complex challenges. A practical, people-first leader, she champions sustainable living and self-care as leadership, ensuring projects deliver real-world impact.

Graeme Ludlow

Chair

Graeme Ludlow is Managing Director of Energy Matrix, providing consultancy on energy strategy, management and storage, specialising in techno-economic modelling and analysis of financial returns. He is also a Partner at Birwood Energy, taking companies to net zero with grid and behind-the-meter energy solutions. He has been involved in World Bank, IETA and Gridstor working groups and steering committees on climate change and renewable energy.

Shelagh Kirkland

Treasurer

Shelagh is a Chartered Accountant, Committee Chair, Non-Executive Director & charity Trustee with an extensive career including the creation of a small company specialising in corporate and project finance (bought by Investec Bank) and has since been at Investec for over 22 years in the power and infrastructure lending team. She is skilled in bringing teams and Boards together behind ideas and through complex situations.

Trustee

Simon works across the energy, property and environmental industries as they continue to converge. He is at the leading edge of commercial ventures in brownfield regeneration, renewable energy and cleantech development. He started his career with ERM and Environ and was a founding member of the Savills Energy and Tamar Energy teams. He has worked with renewable energy funders, developers and operators at director level on several gigawatts of generation.

Mark Henderson

Mark is an experienced power sector financier and infrastructure investor, in the power and renewable energy sector. After 30 years in investment banking, private equity and investment management, he was Chief Investment Officer for 7 years at GRIDSERVE, a developer, owner and operator of energy storage and sustainable energy. He has recently returned to the financial investment sector as Senior UK Leader for Birwood Energy.

Micheal Jampel

Micheal is Head of Risk and Resilience Supervision of the UK Audit Market for the Financial Reporting Council. He is experienced in Government Policy and brings a deep understanding of central government, energy finance and evidence-based action.

Michael’s background is as a civil servant, with extensive experience across the areas of energy policy, large-scale renewables, nuclear power, and business and public sector energy efficiency and electricity demand reduction.

Sophie Pughe

Sophie is a senior associate in the Charity and Social Enterprise Team at legal firm, Stone King. She advises charities and social enterprises on a wide range of issues and has particular expertise in working with clients with an educational focus and those that support children and young people in other ways. Sophie was previously a director of Pure Leapfrog’s social financing arm, Leapfrog Bridge Finance.

There is something special about being a member of the Leapfrog family. An alumnus of previous staff, trustees and volunteers remain connected in a very heartfelt and sincere way, even once they have left.

Previous leaders remain in touch, and supportive of, the current team; checking in, making sure everyone is well and that the organisation is thriving. We meet alumni at events and conferences and there is always a bond.
